Memo: NSEA Supports Senate Bill 444

NSEA supports SB444 to require updated polices on student use of electronic devices in school.

Every educator in the classroom knows about the problems of student cell phone use in class. Personal electronic devices typically serve as distractions, with texting, social media, and gaming diverting attention from classroom instruction. Easy access to the internet and now artificial intelligence leads to cheating during tests and embedded assessments. Some students use phones despite knowing it is against the rules, leading to conflicts with educators, with repeated violations leading to disciplinary problems.

SB444 is a commonsense measure to regulate the use of student electronic devices during instruction time, while implementing a progressive discipline process based on the number and seriousness of the violations. It provides for the appropriate use of student electronic device in case of an emergency, for instructional purposes, or to support an individualized education plan.
